The inefficiency is depicted by the dysfunction of the bureaucratic system. Basically, university does not provide incentives to the workers. Most professors are concerned about if they can get tenure. Things they improve situations will likely less evaluated, especially if it is associated with quality. Professors are interested in the number, only quantity, because it is easy to do such evaluation process. Essentially, no student and no other staff are relevant with their success. The system was supposed to be efficient; however, if nobody checked the system itself, worshipping the system will be replaced as their entire goal. This is the process of becoming inefficient.
